A top-secret American military organization, GOVERNANCE came about after the recovery of the Amaranth Scout from Northern Sudan. Seeing the creature's might against their forces GOVERNANCE was founded by the highest echelons of the government to exploit its genetics for military applications. GOVERNANCE was responsible for the overwhelmingly successful Delta Project. As such, their resources are vast and their influence great. 

GOVERNANCE, after achieving its primary goal, remained active with handlers of the new super soldiers taking primary precedence among them.
