Caelum, the Stratospheric Utopia
Located high above the rest of Radix, Caelum is a city placed in the sky by the innovations of technology and magic. Most of the buildings here are superstructures of metal and glass held together by miracles of science and magic, glistening in the sunlight. Cealum can be reached from the surface through means of flight, or by using a giant elevator that bridges it and Latonia.
Unlike Latonia, Caelum is not gifted with the miraculous ability to clean and rebuild itself. The consul of Caelum has dedicate teams to that task, and they constantly sweep the city to pick up litter, dispose of graffiti, and repair damaged areas that they come across.
The people of Caelum are quite proper and open-minded leading to other Denizens of Radix, especially those from Crucis to see them as somewhat arrogant. The people here are generally well off and there is no real poverty in Caelum, as despite its size the city feels like a close-knit community and the citizens (as a rule) are helpful to one-another.
Caelum's economy is excellent. While they receive most of their food from Rustici, they do grow some of their own veggies in specialized greenhouses to supplement their diets. Seafood is a rarity unless directly transported by a citizen; Caelum's consul is on bad terms with Crucis' and has refused imports.
